Miami Beach sits on a barrier island of about 7 square miles, with the Atlantic on one side and Biscayne Bay on the other, and its average elevation is just over 4 feet. King tides push sea water up through the porous limestone and into the streets, and the city has spent hundreds of millions of dollars on stormwater pumps, raised roads and higher seawalls.
